Commission I of the Pekanbaru City Regional House of Representatives (DPRD) conducted another unannounced inspection (sidak) at several nightlife venues (THM) in Pekanbaru on Friday night, July 9, 2026. During the operation, the legislative delegation found HW Live House, GenZ Club Pub & KTV, and Empire 80 Lounge & KTV still operating beyond the hours stipulated in Regional Regulation (Perda) No. 3 of 2002, which is 10:00 PM WIB.
Led directly by the Chairman of Commission I of the Pekanbaru DPRD, Robin Eduar, the inspection involved a joint team from Satpol PP, the Pekanbaru Police Narcotics Unit, as well as members of the Indonesian Military (TNI) and Military Police. Although a crowd of visitors was found at HW Live House, random urine tests conducted by police officers on several visitors returned negative results for drug abuse.
Robin Eduar emphasized that these operating hour violations are not new and continue to recur. He urged Satpol PP, as the enforcer of regional regulations, to take firm action against non-compliant business operators. In addition to operating hours, the DPRD also warned the management of the nightlife venues to maintain order, including controlling noise pollution to avoid disturbing the peace of residents living near the premises.
Responding to the findings, the Head of the Pekanbaru City Satpol PP, Desheriyanto, acknowledged a discrepancy between current regional regulations and the reality of the nightlife business on the ground. He stated that his agency would soon coordinate across departments, including with the Investment and One-Stop Integrated Services Department (DPMPTSP) and the Tourism Department, to evaluate existing regulations and determine appropriate enforcement actions against violating businesses.
