The National Civil Service Agency (BKN) is taking decisive action to address public concerns regarding insider recommendations ("titip orang") in the State Civil Apparatus (ASN) selection process. Through the launch of the Electronic Personnel and Nomination System Platform (e-PUPNS), the government aims to integrate all personnel data at both central and regional levels into a single, centralized digital ecosystem.
The Head of BKN emphasized that this technology is a vital component of bureaucratic reform prioritizing a merit system. Through digitalization, every stage of the selection process is now recorded transparently and permanently, closing the door on informal intervention or nepotism, which has long been viewed as a structural issue in the national bureaucracy.
In addition to strengthening recruitment integrity, the platform serves as a tool for enforcing discipline. Notably, 128 civil servants have been dismissed due to unexcused absences. This figure reflects the system's capability to monitor personnel performance with greater precision compared to manual methods, which are vulnerable to manipulation.
This data integration also yields positive impacts on state budget efficiency. With more measurable talent management, the government can optimize civil servant placements in strategic positions aligned with their competencies. This step is expected to boost public sector productivity while enhancing investor confidence in the stability and professionalism of Indonesia's bureaucracy.
To ensure the nationwide effectiveness of this system, BKN targets full integration across all government institutions by the fourth quarter of 2026. Alongside infrastructure acceleration, the government will prioritize digital literacy training for civil servants in various regions to ensure a smooth transition and maximize benefits for the wider public.
